^ years ago I remember the Grinches used to drop gifts in LA. Is GW still doing that?

nope....they removed the gifts from both LA and kamadan a while back:

Wintersday 2011 introduced new costumes, replaced Operation: Crush Spirits with The Great Snowball Fight of the Gods, and removed the grentch activity from decorated towns (along with the Grentches and Young Children).

yep, I used to enjoy running gifts in the off hours--when I had already done all the quests and just wanted to play for a few minutes. BUT others ruined it for us by getting the grentches stuck and such...so they decided to just remove them from the game.
